The best, cheapest thing to use is olive oil. It can be generic. Just use a tiny drop and massage it into your cuticles. It is good for your hands too but kinda messy. If you can stand to sleep in cotton gloves (you can find them at walmart in beauty dept. ) coat hands(feet too with socks) with oil and let it soak in. I hope it helps.How to heal the skin around my nails?
The skin around your nails are called cuticles. Here are some cuticle REMOVERS from Revlon that work well;

Sally Hansen also works really good too;

Aquaphor, it is expensive, but it works. Especially during the winter. If you live in a warm climate use very little., it tends to get greasy. Rub some on your hands. Do this on a daily basis and you will see the results.
tea tree oil, get vitamen e capsules break them open and rub them around your skin %26amp; there's always mederma it's meant for scars but i bet you it'd heal up that skin.
